Abstract

Non-Governmental Organizations (NGOs) began to play a certain role when the World Bank (WB) decided to call them together in 1982 to study the role that they would have to play in the context of the liberal policy that would be applied in the following years in most of the planet; however, it was not until 1988 that they were fully integrated into the neoliberal conception that the WB has been applying in its relations with governments. It is, therefore, the WB that will play the role of godfather and main patron of organizations that will have the duty to play an increasingly prominent role in the task of supplanting the States in social assistance.
